There is no set time as to when you should post. I just ask that you post it at a reasonable time in the morning before 12pm EST and make it your top post. You guys are the experts of your sites, not me or the author. The only time I request you to post at a certain time of day is for reveals so nothing gets leaked. However, for Release Days, Blog Tours, etc, you know your site’s readers and traffic better than anybody else.
